Just like with "chakra" name, it seems for me that Kishimoto has mistaken on the principles that form seals. I have found no evidence whatsoever of real ninjas having a hand seal system based on chinese zodiac animals. Ketsu-in is based on elementals and kuji-in (note: kuji-in is not the same as kuji-kiri, which can not be considered a hand-seal technique at all) is based on chi channeling principles. But given that we are in Kishimoto's dream, he is defining what is true and what is not... As the seals are not based on elementals or chi channeling, I may only suggest them being a sort of mind gestures. That is why Haku has been able to have another set of gestures that did not require using both hands. These seals are used to concentrate and recall the technique, and without gestures it is hard for a person in Naruto world to focus on one particular jutsu. With practice, a shinobi may change the gestures (in the most extreme cases leaving only one gesture), but it is important to keep then unique among the techniques. Each seal is to recall a state of mind and body, but in any particular situation there might be some states of mind and body that have already been achieved, thus some changes in hand seals may or may not be required depending on the current state. In kuji-in (which by itself is a nine (ku) symbol (ji) seal (in) set, so there are only nine of them), there is a tenth symbol principle to symbolize a completely made-up hand seal for recalling all nine kuji-in seals simultaneously.
